Rubber Stopper installation for weir door on pool skimmer

This sounds like a simple issue to install a Pentair Admiral rubber stopper that prevent the weir door from closing more than 90 degrees on my skimmer. There is a little nipple sticking out of the rubber stopper that is to mate with a hole in the tab which is part of the pool skimmer structure and is located directly above the weir door. The nipple needs to be pushed through the tab hole and locked into place. The tab is in a difficult place to get a tool to apply enough pressure to move the nipple through the hole to seat the nipple. I have been scratching my head to find a method and a tool to force this nipple in the seated position. Any ideas?
 
Can the weir door be removed to have better access to the stopper hole then reinstalled?

Only done it once. Used a small pliers and a 3/8" nut (I believe that was the size). Placed the nut over the hole on the outside for clearance and was able, with some good lube, to get the nipple to go through the hole and stay in place. Don't see a lot of those skimmers out here.

I made a tool which worked. Rubber Stopper nipple seated and installation complete and working.
