Rough and Discolored Pool Plaster - Why and how to fix?

I see rough plaster which was just sloppy work. I see shadows but no stains.

Can you indicate on the pics what you think are stains versus the normal color?

Yes, definitely sloppy work... you get what you pay for. Bottom right hand side of the pics, if you zoom in, you should be able to see the stains. They're definitely stains. I'll see if I can highlight them better in a minute.
 
I see color variations. You call it stains.

Plaster is not going to have a perfectly even color like paint. There are natural color variations in plaster. And pool plaster lives in an outdoor chemical environment that affects it. To me what you have is a typical plaster colored pool with normal color variations.

Interesting. They 100% weren't there before I let debris sit there for a month or so when I was outta commission. In your opinion is this something I'll just have to deal with or is there something I can try to do (that I haven't tried already)... like maybe bleach it out with granules... or try sanding it out? Also, does it not look like scale?
 
Debris sitting on plaster is part of the chemical soup plaster lives in. It is probably from the tannin in leaves. Over time the chlorine will lighten it some. Anything you try and do will not get the pool back to a uniform color if that is what you expect. Bleach it with granules and the area then may become lighter then the surrounding area. You can try wet sanding it to expose new plaster and see what you get.

Scale gets on the entire pool surface not selective spots.

Thank you Allen! I've only got 80 grit wet/dry sandpaper as they were out of the 100 grit. Think I should give that a shot?
