Hello, I am a pool owner that is currently trying to solve a corrosion problem this is my first pool with a rust problem. I am hoping that a consortium might be able to get me thru this ordeal.

Is the rebar exposed on purpose because there was rust seeping through the finish or was it accidentally exposed during plaster chip-out before replastering?

I usually use Sika Armatec 100 for rust containment, then hydraulic cement or mortar to fill the void. You might need to wire brush the rebar before applying.
