Rebar rust prior to plaster

Hi,

My pool was gunited in May of 2024. You might be wondering why it hasn’t been plastered or finished. Pool builder walked off the job. I just noticed one spot that appears to be rebar/rust spot on the infinity edge radius. No other rebar rust spots are present. 1. Does this look like rebar rust and if so what is the best course of action to take prior to plaster? Does waterproofing the entire interior shell prior to plaster helpful in preventing these issues after plaster? Thank you in advance to anyone wiling to provide guidance.

It is rust but can’t confirm if it’s rebar or something else. It has to be chipped out and remediated. Plaster or waterproofing will not make it go away. The rust will continue and it will show through the plaster eventually.

The area needs to be chipped out and any rusting rebar needs to be cut out and possibly replaced. The area can be filled back in with hydraulic cement after the rust is remediated.
