The water on one side of my newly installed 18 feet diameter pool is about 3 inches deeper than the opposite side, Will that small leverage difference cause A collapse or other problems?

My own opinion is that 3" across an 18' span is pushing it. You may get lucky but, why chance it. You don't mention the type of pool (soft walled or hard walled, height, etc)
I'm sure there are others more knowledgeable than myself that can offer more information.
BTW...It often helps other members answer questions if you include your pool specifics in your signature line.
