Raypak Heater Manifold Stud Drill / Tap Question

Hello Everyone!

Can the existing stud holes be drilled and tapped for a slightly larger stud? 2 of the original studs need replaced but the current threads are bad.
I want to make sure I won't be drilling into a water source, I have no idea how thick the metal is where there header is attached. or what's behind it.

Hope this makes sense w/o a picture.

I think that it's something like this.

If yes, I think that you can drill it out and put a new bolt in from the back side.

The old bolt might come out from the back.

Yep, that's it! This is what I assumed it looked, just wasn't sure. When I get home i'll start removing the top so I can get to it.
