On my cell all the green lights are on and nothing is blinking, but the cell light will go off at random times. All my chemicals are perfect. I turned the rpm to 1750 on the pump and it came back on. Why does it do that??

That is how the cell works... If you set the % of output at 50% then the cell will generate chlorine for 50% of the time and be off 50% of the time..
In the case of the IC40 that means the cell light (which is on when the cell is generating chlorine) will be on about 2.5 minutes and then off for 2.5 minutes.
The lower the percent of output the longer the light will be out and the higher the percent of output the longer the light will be on..
