Question about Pentair Rebel - cleans well but barely moves when not in "clean" cycle

Hi Guys,
I have a Pentair rebel for my in-ground salt water pool. My filter/pump system is a Pentair Intelliflo Variable Speed. I have the filter/pump running from 10am - 5pm with the cleaning cycle set from 11am - 1pm. Typically my rebel moves great throughout the entire time my filter/pump is running and increases slightly when the cleaning cycle is on. About a week ago I noticed that while it is still moving awesome while cleaning, when the cleaning cycles off its extremely slow and/or will just stop all together. I have checked for debris and there's none, I have cleaned the filter basket which I thought might be the problem (it hadn't been cleaned out for a few weeks), I can feel suction when I put my hand over the suction hole on the cleaner, I cleaned the actual pump filter cartridges about 5 weeks ago, and I have checked to confirm that the valve is on the cleaner position and not the skimmer. My pressure gauge is reading 12psi when not in the clean cycle. Anyone have any thoughts or suggestions as to what else might be causing it to slow so much when not in the cleaning cycle? Thanks in advance.

Thank you. It's so weird...it's like everything works great until the clean cycle finishes, then it just sits there or barely moves. But if I turn the clean cycle on again or start our water feature, it starts right back up and cruises around the pool great.

Do you mind if I ask what clean mode is and how you change between the two? I think I have a very similar setup as yours with Pentair everything that is one year old. I have the rebel vacuum and I am getting suction but it keeps making left turns in circles.
