Question about overfilling on (modded) Intex pool

I'll be setting up a new 15x48 metal frame Intex pool soon and would like to add vinyl flaps to cover the tee connections like @beggehorn outlines in this post: Idea to help keep water out of Intex rails and t-connectors....

My question is, he mentions that the holes in the walls at the tee connections serve as a safety overflow point that he doesn't have to worry about because he has a through-wall skimmer add-on. I don't plan on adding a skimmer, at first at least, so would it be a problem to cover those holes?

I realize that with the holes covered, the pool is bound to fill up to the brim after a good rain or two, so maybe the flaps aren't a good idea without a skimmer installed? If the overflow feature is a necessity... how crazy would it be to cut some sort of hole just underneath the top rail between two uprights to serve as an overflow? Thoughts and guidance appreciated.
 
I'd probably just get rid of some water if a lot of rain is expected. You could backwash is you have a sand filter or send water to waste or just stick a sump pump in the pool. I don't have those flaps, but I still had to lower my water twice this season bc of the amount of rain we've had. Good luck

The holes are from the design, and not for overflow. If they were for overflow only one tiny one would be needed. 6" of wall height on a good Intex style of pool I don't think will matter at the top at least, maybe at the bottom be if your pool is really badly set up. If you cover the holes I'd just let it overflow over the top. If you don't like that just put a bulkhead in one hole for s overflow.
