This snuck up on me over 7-8 years, so I didn't notice it happening. In hindsight, I had to wait longer and longer between small pours of chlorine into the funnel and fill tube. Finally the funnel filled up and wouldn't drain.
I discovered that the bottom of the fill tube had become clogged with crystalline crud. I cleaned it out with a piece of brazing rod, but a well-straightened coat hanger would work.
Now I can pour in a whole gallon of chlorine in around 30 seconds.
