Currently getting our pool renovated. I am plastering the pool with Hydrazzo French Riviera coloring. Wondering about the tile grout, contractor say's it could be an option to use the plaster as an grout. Is this ok?

You can and should use the plaster as tile grout ONLY on the steps and benches aka the areas under water. If it is waterline tile you need to use tile grout as plaster is not meant to be out of water.
