Pool Resurface Light Niche

Hoping to get some solid advice, PB says that this is normal with a remodel? Am I crazy or does it look like the finish tried to run away?

Did the old finish have the same look prior? If not then this is a substandard finish. When the pool is filled and there is a few feet of water to look through it will not be as noticeable during the day until the light is turned on at night then it’s going to cast a shadow. Bottom line this is not a typical finish.
