Pool overflow issue?

Recently moved into a new house and still trying to get my bearings on the pool. Have a negative edge w/ a catch basin and an auto fill device located next to the catch basin. My issue is I’m constantly coming out to water coming out of the overflow pipe (located next to the auto fill).

What I’ve observed so far....
The level of the catch basin varies by a couple of inches when the spillway pump is off.
Some of this seems to be the wind pushing water into the basin. One night when we had a storm so much water went into the basin the overflow pipe looked like a garden hose running....
The water is coming out of the overflow pipe only when the pump is off.
I only notice the auto fill is kicking on when the pump is on and the catch basin is lowered by water going to the pool above.

Is my issue the overflow pipe being a little low, the auto fill needing to be adjusted to not put water in so quickly or a combination of the two? I get occasionally having water overflow but I'm thinking the autofill is putting too much water in when it doesn't need it. Then the pump circulates enough to keep everything looking normal but when it shuts off at night the level increases and overflows....

In the time since I originally posted I turned off the spillway pump and came out to look at the water level rise. It is already back into the overflow pipe.

I believe infinity pools such as yours needs a surge tank for the water to collect when the pumps are off. Do you have that?
 

See if the above thread has any familiarity.

I suspect you will need to run the pumps 24/7 with your current setup.
 
Since this is a new build, have you talked to your builder about the issue? I know nothing about negative edge pools, but that certainly does not seem to be correct.


If it does end up being an issue with the height of the overflow pipe, one of these devices may help you tweak the overflow height to better work with your pool and overflowing water when it should not.

 
Sorry if I wasn't clear, this isn't a new build just a new pool for us. It came with the house :) and was built back in 2016. I have a copy of the contract and I'm not seeing anything about an overflow tank. Honestly I could just add half an inch or an inch of pipe on the overflow pipe for an easy fix but didn't want to start fixing things before I knew how the negative edge should be operating.
