Pool constantly draining from overflow pipe

New pool owner here. I'm trying to figure out why my yard is constantly being flooded, and it seems to be coming from my pool's overflow drain. I'm not sure if it's normal that this is happening considering we haven't had any rain.

My water level is fine, maybe even a little high so I don't want to extend the overflow pipe.

This is the overflow system(if I'm not mistaken). When I push down on the floater, water drains down the pipe.

This is where the water comes out, and ends up pooling at the fence and in my neighbor's yard. This is lower than the pool's water level, as is all my pool equipment.

I'm sure there are related components that I'm missing. Any help in understanding this is appreciated.
 
Your autofill (the float you show) is keeping your water level too high. Adjust it to keep the water level at the middle of the skimmer, give or take.
