Pool Cleaner problems

I have a Mr Pool cleaner, I was told they work great and that very little can go wrong with them. I have been having issues with the Cleaner not moving. I have tried everything from back washing, to checking all filters and tearing the cleaner apart to check if anything is causing him to get stuck. The Valve is working the suction is working he just wont move. Any suggestions? Also how often do you have to change the sand filter. Mine as one and I was told every couple of years is this correct?
