Pool cleaner front wheels stuck

The front wheels of my pool cleaner Pentair LL105PM are stuck and can not rotate at all when I tried to turn it by hands.

What part failed to have caused this? Is it repairable?

That's a pressure side cleaner. And it probably needs water flow to get the wheels to turn.
Maybe hook it up, turn on the filter pump and booster pump and see if the wheels turn.

It may be a pebble stuck in the gears. There should be screws to open it up.

That was exactly what happened. Opened up the unit and found a gravel inside the turbine chamber.
