I've had my Polaris cleaner for about 3 years and use it weekly. I always remove the cleaner from the pool and store in an outdoor ventilated bin when not in use. The hose has become very sticky and is starting to leave a chalky residue after it dries. Is this common? Time to replace?

I think the chalky residue is from the mineral and salts being left on the hose after the pool water evaporates.

My Polaris 380 lives in my pool almost 24/7. But I have 10+ year old Polaris hoses in my garage that are still smooth and pliable.

Wash off the hose with fresh water and wipe the hose with a sponge and see if it cleans off.

If they can't be cleaned it is time to replace. Yes, this does happen occasionally. Out of balance chems? Exposure to the Sun? Just bad hoses?
Have never found, or been given a reason. It happens to the tires at times, too.
Which Polaris? Most are just left in the pool 24/7 and removed when the pool is in use, even if not in use. That may be the issue, the hoses are drying and deteriorating. Pool water changes the make up of the pool-hose material, and not is a good way. If they don't deteriorate they get stiff like pipe. Usually takes longer than 3 years, though.
