Please help me understand purpose of Jandy valve on suction pipe

Hello. From the Jandy website, I have a basic understanding of why one might want a Jandy valve, but I'm not sure what it does in my particular setup. If you look at the photo below, it looks like there are only two options: 1) allow the water to come up through the suction pipe and then flow into the pump and 2) stop the flow from the suction pipe to the pump.

Is that correct? If so, in what situation would I want to stop the flow into the pump? Is it when I'm cleaning out the pump basket? I noticed that if I open the filter pressure release valve and then open the pump basket, water keeps coming out of the basket. I think I read somewhere on this forum that I should close the Jandy valve first. I tried that today, but as long as the release valve was open, water kept coming out. I only waited maybe 10 seconds though. I think in the past, it eventually stopped coming out. The way I closed off the suction pipe was by turning the valve so that the OFF part was pointing to the suction pipe. Basically 90 degrees clockwise from the picture below.

Is it possible that at some point there was another pipe on the right side of the Jandy valve? Looking at the bottom of the pool, I see a main drain, but it seems like both the skimmer and main drain are going through the same pipe.

I'm about to replace my pump, and the pool company is saying I can get rid of the Jandy valve since it's not doing anything. Is that right?

Correct and Exactly. Currently, it's either on (water flow) or shut off while working on the pad. It looks like there was once another water source (drain perhaps?) that was used there. I personally would leave the valve .... just in case.
 
In your setup it "was" used to move from 2 suction side pipe.. Looks like one was cut off so no need for the Jandy valve now..

There is one reason, if you want to stop the flow coming or going to your pump
