Plaster chipping - How to best repair?

I removed all my covers today to re-open the pool and I immediately noticed some chipping in the tanning ledge plaster. In a few spots.
How do I go about repairing this? There was some light-standing water under the tarp, so I assume it had to go with chemistry eating away at it. I have since cleaned everything, but wondering if I should try to patch this prior to opening the tanning ledge next week, or just accept this?
I also don't know if this is the plaster or just some paint on top of it, either.

Hard to tell what is going on from the picture.

I assume you don't know how old the plaster is or how it has been maintained.

This is good stuff to repair plaster but will be white unless you color it...

Thanks! Honestly the more I look at it the more I wonder if it isn't paint that is peeling. And I have no idea how it has been maintained. I'm actually trying to find someone to just come seal it up and make it a seating area. It's been nothing but trouble pump wise, and placement.
