The right side valve controls the spillover, middle one controls another water fall which is shut off, and the left one controls return line to pool
 
What does this valve that is not fully closed control?

What valves do you turn to use the spa?

To use the spa I turn on a switch which controls the actuator valve

I don;t see any actuators in the pics you posted.

Where are they hidden?

What control box does that switch connect to?

Okay! So the Autospa IV is your rudimentary automation which was probably state of the art when it was installed. Except at the time variable speed pumps, SWGs, and spa spillover modes where not known.

There is no design flaw in your pool except that you have an antiquated control system.

If you replaced the Autospa with a Pentair IntelliCenter you would have all the modern conveniences and controls.

 
Put the pool automation on the upgrade list.

The IntelliTouch and EasyTouch are 20+ year old automation systems. I would not recommend you move from an antiquated control system to a soon to be antiquated control system.

The IntelliCenter is about 3 years old and is where Pentair is putting its development efforts into for future enhancements.

Pentair sells an IntelliCenter bundle that includes the IntelliCenter Pool/Spa system with two IntelliValve actuators and the IntelliChlor SWG at a good price. Even though you have the Circupool and can continue using it I would store the Intellichlor cell and when your Circupool cell is depleted move to the IntelliChlor.
