We turned on our water features and a few minutes later lost power to our panel. I checked all the breakers in our garage panel as well as all the breakers on the Pentair panel and everything is correctly on. I even turned off and on all the breakers associated with the pool just to double check. You

This pool is about 8 years old so nothing has been changed wiring wise. Any suggestions?

Check the circuit breaker in the upper right. Electronics.

Next step will likely to be to check some power points behind the panel. Do you have a multimeter? Comfortable in using it?

How do I check those little black breakers? is there something I need to do with them?

They just push in a little bit but do nothing.

If they are tripped you should be able to reset them.

Next step is to check the incoming power to be sure the panel has power. Do you have a multimeter?

Unfortunately I don't have a meter. The 3 amp breaks seem springy. Like I can push them in slightly but they spring out. I can't tell if they're already engaged or not engaging because there's no power

Do you have a convenience outlet on the side of the panel box? Sometimes the panel power is run through that outlet and it will be GFCI. See if it tripped.
