Whats the correct seating look like? I replaced it, have it pretty flat. I'm not sure how you could tell if its seated correctly since its hidden once inserted?

Exactly. You just have to keep adjusting it, put things back together, and try it again. Like I said, I struggled with the same thing. It finally just worked ---

Can you confirm that you are actually getting good flow?

I agree with James. It sounds like flow. Does your psi gauge work? What’s the difference between psi pool/spa? Turn the blower off and check the jets. I’m leaning towards clogged jet orifices, impeller, cell. I would also post a video of spa running and pics of spa . Otherwise it’s a guessing game lol
