Is it possible for all the lights to be solid green, set to 100% and the cell be worn out and not producing?

It's old. I'm running it 24 hours per day and I'm losing FC.
I guess it's time for an over night test. With my schedule, it's a little difficult.
The water is PERFECTLY clear.
I put a fresh cell in and will test in a couple of days.
