Pebbletec stains, two months after water fill

These stains developed within the first month after installation of Prism Blue PebbleTec Pebblesheen. The builder said he would take care of the pool for the first month and after reading the strict requirements of Pebble tech installation during that time I fear he completely dropped the ball as I'm not sure he even came over once after adding the initial chemicals and I'm sure he didn't brush. A month after insulation we had a professional company doing weekly pool chemistry and I brushed the surface every day.

I have asked him about the stains this week and he claims he's going to contact the plaster company regarding it
Stains seem worse around the drain but there are also streaks going down the slope to the deep end and a diffuse blotchy appearance in the shallow end.

I'm assuming that this is not what this is expected to looked like, right?

Do you own your own test kit? If not, you should and you should be testing your water almost daily until you understand its needs. Pool care isn’t a once a week thing, it’s a daily care ritual that includes testing and balancing chemicals as needed. It’s also not something you can expect someone else to do … the only person that will ever care for your pool appropriately is you. Anyone else wants to do the least amount of work possible for the highest pay possible and no responsibility.

That said, post water test results.

On first glance, it’s either poor plastering job where they didn’t expose enough of the aggregate (left too much plaster cream behind) or its calcium scale from improper startup maintenance. Hard to know without more information.

I just tested the chemistry and it is within normal limits according to Pebbletec maintenance instructions.
