Paint for Pool Ladder Help

I have an in ground salt water pool and the paint on my ladder flaked off at the end of 2019 - the section underwater only. I first tried Rustoleum because it matched the hammered metal look so well, but that peeled off by fall 2020. In 2021, I tried a Pettit paint from a marine supply store made for underwater metal. However that deteriorated by the end of the season. See pictures.

There are industrial epoxy paints out there for $150 per gallon (some require a topcoat as well for another $150). I don’t need a gallon and that’s nearly the cost of a new ladder.

Does anyone have a recommendation? Some type of spray paint in a can would be ideal. Perhaps spray on a first coat of primer as well. Thank you!

Thanks for the suggestion! I didn’t realize there are smaller shops out there for little jobs like this. Does anyone have an idea on what paint/treatment I should ask for? It will need to hold up in salt water.
 
Not sure why someone would have painted that. It’s supposed to be stainless steel. The treads should be replaced every so often and those are cheap enough. If it were my ladder, I would try sanding off the paint off the rails working my way up in grit, and then just buy the new treads in the appropriate length. Something like these.
 
It is incredibly difficult to properly prepare stainless steel for paint, especially if it is to be under chemically-treated water. There also looks to be rust forming in the picture of the single tread. Before spending a lot of money re-coating you may want to see if there is structural damage that may require a replacement of the ladder.
