Order of changing chemistry qyestion

So we have a new (to me) pool that is having algae problems, very slight but noticeable when brushing. My pool guy told me to run the pump longer but that sounded off. I guess hes thinking the inline chlorinator will take care of it? After doing testing with Taylor kit we have the following numbers. To double check, I took a sample to the pool store and they were comparable.

FC 11.2
PH 7.7
TA 100
CH 290
CYA 150

So to get where we want to be I was going to drain a couple of feet out of the pool and refill. So my question is this:

Once we get the water level back, I want to get the CYA, TA and PH in line then work on my FC with shock/liquid bleach as available. Is this correct? Wont there be an algae bloom if I suddenly dilute the pool water with fresh or will the residual chlorination of tap water slow this enough to prevent a problem?

You need to drain about 70% of your water, not a few feet, to get your CYA between 30-40. Read Draining - Further Reading

Then first thing you do is follow the SLAM Process by lowering your pH to 7.2 and raising your FC to 16 following the FC/CYA Levels

TA and CH can wait until your algae is gone.
