Newbie - SWG not working in 3rd year

Is 3 PPM normal for a covered pool? I had thought it was more like 1?

I'm not yet passing the OCLT although I guess it depends on how many hours the test is supposed to be for. This morning I lost the least yet at 1.5 but that was for about 12 hours. At this point it feels like progress so am going to keep going but would be good to understand if I'm doing the OCLT test for too many hours.
I think 12 hours is a stretch for OCLT. I like full dark as early as it may be to test - bring up to slam - test again 15 minutes to be sure the level is there. Then in the am regardless if the sun hits the pool or not before the full day sky grab a sample (pump run all night) 12-18 inc below surface and test. If there's a auto cover and it was closed you have to expect CC because the water can't outgas. If you leave it uncovered would be best for OCLT.
 
Thank you all, I finally passed the OCLT after 8 days!!! - I actually ended up doing nearly 24 hrs bc of thunderstorms.

FWIW - it seemed to go very slowly and then sped up at about the time I added CYA. Would having CYA under 20 have somehow slowed down the process? (I measured exactly 20 early on, before getting the TFTestKit Leslie's said I had 35, after adding 2lbs I'm now measuring 35 - so my earlier 20 seems about right)

I'm going to keep doing it for one more day just to confirm and will then turn to the other chemicals.
1)My TA is high at 300. Should I do anything about that for now or just wait till CL and pH return to normal and then see if pH drifts?
2)Also Leslie's said my phosphates were "very high" at 4000 but seems consensus here is to not worry about that?
