It’s been 15 years since I had a new pool start up and I have forgotten……..
-What do I add first, 2nd? Third?….
What is most important to get pool going. What should I concentrate on first? Steps
-Since it is a new fill I should have some chlorine from the city water supply.
-I’ve read I can put stabilizer in a sock and put in the basket. Is this ok?
-After adding liquid chlorine each time is it best to sweep sides of pool wall?
-What is the most crucial element to keep vinyl liner from cracking and becoming stiff?
After filling, I take pool readings and plug it into pool math and add half of suggested quantities, test again and go from there. Correct?

The pool store sent me home with a start up kit but I know not to use it.

Post a full set of test results. You can skip CYA as it is zero with fresh water.
Add 3 ppm FC worth of liquid chlorine. Start dissolving 30 ppm worth of stabilizer/CYA. You can put it in the skimmer basket as long as you have the pump running until it is all dissolved.
You can brush if you like after adding chlorine. If you add it slowly (pencil size stream) at the return with the pump running it is well dispersed.
pH is what impacts a vinyl liner the most. Low pH. Typically as a result of using trichlor.
Doubt you will need borax or baking soda. List what is in the start up kit. Likely only thing you will use is stabilizer, if it is in it.

pH, CYA and Chlorine. pH in the 7s first. Get at least 30ppm CYA. Chlorine to at least 3 until CYA is in the pool, then follow this...Link-->FC/CYA Levels

Maybe, test your fill water for FC, likely negligible.

Sure. Better yet, hang it in front of a return (safer).

Read @mknauss post. Pencil pour in front of a return. Brush if concerned.

Oooof. Not much you can do except maintain recommended levels and use recommended chemicals:

Yeah, that is conservative and safe approach. When you learn your pool and are sure about your volume, you can transition to 3/4 or even full changes.

Liquid Chlorine, Stabilizer and Muriatic acid are the most used chemicals.
