New pool owner slowly addressing issues

Ok so I've found a cleanout, picking up a sump pump today. So if my pool is 16k gallons and my CYA is 200 and I want to be around 50, should I be aiming to drain around 12k gallons??? Is that math correct ?
 
Do a full drain. That way you will get at least two years before you have to do it again. Unless you can use soft water for make up water due to evaporation.
 
I was planning to use the exchange method, throw the sump in the deep end while filling in the shallow end, our ground is super dry so I doubt pop out is an issue but thebpictures scared me to death lol , what do you recomend ??
 
You can do the exchange. Go at least 10% over your pool volume. Will take several days.

There is no chance of pool pop out. A VERY slight chance of plaster issues. Primarily if you let the plaster dry with direct sun on it for a long time.

Drain should be done today, then I can start refill. So I'm assuming I'll test the water once filled for PH TA but there will probably not be any CYA or FC in the tap water so I'll use pool math to figure out how much liquid chlorine and MA to add and have that ready to go, I assume I'll have to add SOME CYA. Is this correct thinking??
 
Not anymore rough than the plaster it has the same texture as the plaster, possibly staining from the dirt that blows into the pool on windy days?? Or the pollen from the tree next door ??? I'm pretty baffled by it lol
 
Just wanted to provide a little update, the refill finished up yesterday. Thanks everyone so much for your help, I used pool math after refill added some stabilizer, chlorine and acid, CYA is sitting right at 40, FC and PH are perfect, water looks great just waiting on my robot to get here to assist with vacuuming but the water looks fantastic and it's supposed to be over 100 today, should be swimming this afternoon. As for the staining at this point I don't think there's anything I can do, and I don't think it's iron, it could be but I think maybe at some point someone used heavy amounts of copper algaceide and it's copper staining. Either way thanks everyone for your help
