New Pool Owner - First time turning on Water Feature

New to this community, just bought this house with a pool and never owned one in the past - alot to learn!

So I had a company out here to "open" up the pool for the first time since I am a mega noob here, they didnt really do much except take the cover off and install two of the three pumps - filter pump (left), and robot cleaner pump (right). They did not hook up the water feature (2 small fountains). I just hooked this up to see if I can get it going my self but nothing is happening. I think I primed the pump as water is making its way up, but I think the issue is I dont know which way the lever is supposed to be. The filter pump lever is turned down to 6 oclock, but the water feature lever will only go 12, left or right, not down to 6.

Additionally, I have no clue about the mechanics of the pool plumbing. I'm a pretty quick learn if someone can explain it to me.

Danny,

It looks to me like you have the valve for the water feature pump shut off. But then it is pretty small in the pic.

Show us a bigger pic of the water feature pump and its plumbing.

Here’s a close up of the water feature pump.

I’ve tried all directions up left and right. It doesn’t go down. Notice I also have bubbles (water) going in the viewer window above the pump, but can’t tell if the pump well is full or half.

it seems that the handle wont turn 180. It moves freely left and right, but even with significant force it wont turn 180 (in both directions)
Gotcha. So right now it's probably hitting some stop tabs. I believe you should be able to loosen the top of that valve and be able to rotate the valve completely around. @Jimrahbe are you familiar with that model 3-way? Can Danny loosen the knob enough to push the handle down to rotate, or just file those stop nubs off?

I have not used that specific 3-way valve, but, it looks closed to me. Show us a close up of the valve from the top. Do you see the words "closed" or "Off" any where on the valve?

Does it appear that the handle can be installed backwards??

It does say closed in the direction of the pump and yes that top does loosen, I spun it all the way out and there was no way (that I can tell) to flip the orientation so that it would hit the bottom, and allow for the handle to come all the way around.
 
Danny,

If you take the handle off, then you should be able to rotate the diverter that the handle attaches to,180 degrees. Then when you put the handle back on, the "off" tab would be pointed down. (Away from the pump.)
