New Pool Owner - Exact Dimension

Hello, we bought our daughters a new pool for Christmas. We’re almost ready to start leveling our ground and getting ready to build our pool surround and such. One quick question I can’t find the answer to - we have a 22’ x 52” Intex Ultra pool. I plan on using pavers/landscape block to build up the one side of our yard to make everything level. I plan on filling it in with sand and putting 1 1/2” foam over the sand and making sure the top of the foam is level with the pavers. But, I’m wondering is the 22’ measurement the outside of the liner or the outside of the legs/feet? I want to make sure the pavers are in the right spot. Does anyone know what the measurement refers to?
