New Build and Start - Gunite and plaster debris in skimmer line

Just opened a 22,500 gallon Gunite pool last week with 2 skimmers, 2 bottom drains and 2 return lines. The skimmer on the opposite side of the pool from the pump barely has any suction. So far I have removed numerous chunks of Gunite and plaster twice from each skimmer and once from the basket inside the pump. I also have cleared Gunite chunks from the skimmer door hinges. My theory is that there is some debris in the line for that skimmer. Am I wrong in thinking the plaster company and builder should have cleaned out the skimmer housings before finishing up and giving the go ahead to fill the pool? I’ve ensured the water level is at the recommended height and I empty the basket daily. Debris just casually floats by the opening without getting drawn in.

On my jobs the pipes in the skimmer are still threaded in during the plaster application so debris can’t get into the plumbing and the start up company will cut and remove them after first being vacuumed out. The return lines are covered with tape and the main drains are filled with a piece of foam during the process and removed before covers are installed.
