Mustard algae treatment

Due to a medical challenge, I haven't been able to stay on top of the chemicals. I'm in good shape now and I'm trying to deal with a recent outbreak of mustard algae in our pool. Initially, I brushed the pool (13,000 gal) , added powdered shock and tested it the next day. Chlorine came up as zero, so I checked my Taylor chemicals and they were expired. I ordered and received a new kit and shocked the pool again. I tested today with the new test chemicals and after 6 scoops of the test powder (R-0870), still no hint of pink in the test sample. I'm assuming that means there is no detectable chlorine. I tested the PH and it showed to be 7.0

Should I shock again? Do I need to add ash to get the PH up before I shock (if another shock is needed)?
