Moved to Vegas three years ago and have a 10,000 gallon plaster pool. Never had a pool before. Just switched from a pool service because I felt I could do better and avoid the strong chlorine smell. CYA was over 400. Draining the pool to start over, and will follow TFP using an initial 30ppm CYA dose and liquid sodium hypochlorite to maintain at 3ppm free chlorine. Phosphorous was 300ppb according to the pool store (who wanted to sell a lanthanum chemical to precipitate out), but I understand from TFP it is not an issue and I'm draining the pool anyway. With help from TFP, should be successful managing my own pool.

Do you have a test kit yet? Imperative to get a proper one. Either the TF100 or Taylor K2006C.
Please fill out your signature as the pool type, volume, equipment, and what test kit you are using can guide our answers.
You will eventually want to get your CYA to ~50 ppm here in the desert. Be sure to test it monthly during the summer. You may have to add a little every once in a while.
I suggest you read ABC's of Pool Water Chemistry and consider reviewing the entire Pool School eBook.
You may also want to get the Poolmath app.

Clear to me you will have no problem with this. Keep your FC in the zone relative to your CYA ppm and always above the minimum., see here... Trouble Free Pool

When you say your plan is to keep your FC at 3ppm, remember that chlorine gets consumed by the sun, bathers and such. So you may start at 3ppm in the AM and be zero at noon if you don't realize this. So plan ahead and with judicial testing you'll learn to perhaps aim for a constant 5 or so ppm of FC daily knowing you'll lose about 2 ppm to the sun alone. You NEVER want to drop below the minimum FC level for your CYA level, or you'll risk inviting algae to the party.
