Low FC at startup with SWG - Add chlorine or wait

I did my start up today. Water Chemistry looks good except FC is almost nil.

FC is .6
CC IS 2.4

Do I add chlorine or just wait to see if the SWG will catch up?

SWG has been running for about 8 hours now.

Add liquid chlorine to your target FC then let the SWG maintain it.
