Leaking with Intex Sand Filter for AGP

Hello, I have a Intex Sand Filter (2100) and I've been filling up a phone and I decided to fill up the intake to check for leaks and for some reason the top of the filter is leaking where the top screws on? I tightened everything as best as I could and also put some teflon tape.. see picture.

Any ideas? Is it only leaking because it's not running?

Have you put lube on the o-right?
