It is a pressure relief valve. Releasing some water is normal if you have a powerful pump. Read

Although I see a crack in the pic that is not normal. You can buy a new one for $20-$40.

[SOLVED] Water flow from relief valve on UWF (Polaris 3900)
I needed to replace a broken UWF valve for my Polaris. Even with the restrictor valves inserted, I can feel water coming out of the black relief valve. Is this normal behavior, or is it broken or encountering too much pressure?

When I got home yesterday the suction tubing at the pump was leaking a bit, so I tightened that up, and the Polaris was leaking abnormally high at this connector.
After cleaning out the Polaris netting, the connector leaking slowed down considerably.
