It is a suction safety release to meet the requirements of the Virginia Graeme Baker Pool and Spa Safety Act. It prevents anyone from getting held to the suction port and drown by providing an alternate air intake for the pump.
Some people put tape over the holes but doing so compromises the safety of the system.
