Leak - Is there a gasket behind this..

It’s a Jandy check valve. You need to locate the p/n on the valve and purchase a rebuild kit. You then undo all the screws holding that cover on and replace all the parts and gaskets.
Obviously the pool pump needs to be shutdown and you need to make sure all new gaskets are properly lubed (100% silicone lube, no Teflon) and seated.

Thanks Matt. The leak may be from a check valve just above this one. How can I clean off the white staining. Nothing I try seems to remove those water marks. Thanks

Try white vinegar or CLR. You can soak a sponge with it and press it against the stain or tie it there for 5-10mins. The valve must have been painted because that cover is normally clear plastic.

In my experience, the teflon lubes get tacky and hardened over time. It depends on how they are formulated but many use teflon precursor chemicals mixed into the silicone and then those precursors form teflon overtime as they are exposed to air and moisture. Silicone (with silica particle fillers) in my opinion is superior as it retains it lubricity and viscosity over long periods of time and is completely insoluble in water. That's not to say that Teflon lubes are bad, they are just better suited for non-aqueous environments, exposure to corrosive gases, and/or places with extreme temperatures...that's not what you find in a swimming pool.
Just my dime-store opinion...YMMV....
