Leak at skimmer before wier

Water was found leaking from the top of the skimmer opening before the wier door. Sort of where the tile/pool material meets the plastic of the skimmer. This was with the pump off. If I turn the water valve off to the pool filler and associated irrigation line at the front of the house the leak stops. Any ideas?
