Totally legit.. Called a company here locally. A lot of the water services fill pools. They flush the line, then meter the amount into your pool.. It cost $270 bucks for their time and the water... the water was .01 cents a gallon... so $110 for the water and $160 for two guys time.. (including travel).

The TA is the one that really stood out to me. You are correct in that as you push the PH down it will also, slowly, push the TA down.
Tablets for FC and CYA until he will let you use chlorine. As soon as you can get the FC up.

Running for the door..............this is a question I am unsure of...........try doing a search and see what you find on other builds. I am THINKING you need to add it asap but am not sure enough to really say buy something now. I am sorry. See what your plaster manufacture says.
Look for Startup Tec or Jacks. Add it as soon as possible.
Keep the pH around 7.4-7.5 for the time being. Keep a watchful eye on the pH as it's going to rise quickly and you do not want the pH much above 7.5 with your current TA level. I assume you are going with the bicarb start?

Using Pool Math, shoot to maintain a CSI of +0.5 and expect to add acid daily because your TA is so high. It is also in your best interest to limit any form of aeration since that will also drastically increase pH rise.
