Just trying to understand how it happened
I’m honestly at a loss. Completely. I know everything works except the 24 volts being sent to the gas valve. This weekend I’m going to check those wires again. I should also get 24 volts coming right off the ignition control panel telling the gas valve to open as well correct? It I do a voltage test on the ignition control module right where the brown wire comes off and goes to the gas valve that should also read 24 volts should it not as part of the ignition sequence?
 
So at step 13 you get all NO answers = "replace ignition control" and since you read no resitance at the gas valve terminals you will also have to replace the gas valve. If you do so, I would suggest that you install the Fenwal without the gas valve wires attached (Brown {13} & yellow at the gas valve) and then check for 24V from Brown (13) to Yellow (1) of the transformer ( be sure not to let the brown wire touch any ground). You should have 24V at the correct point in the ignition sequence. If so, check the resistance at the gas valve terminals without any wires attached to the gas valve terminals. You should get somewhere in the mid 30s ohms. Check the resistance of each gas valve terminal to the yellow (1) transformer wire (still with no wires attached to the gas valve). You should et 0 ohms. If so, attach the wires to the gas valve and run heater and it should fire if there are no other problems.
