It only cleans the pool surface. Could you help me find an option under $700 that can clean the surface, bottom, and walls of the pool?

Thats a skimmer bot- surface only (helps take the load off the built in skimmer).
you need a vac to clean walls & floor.
If you want a robotic one do as @proavia suggested to get one properly suited for your pool shape/type.
They won’t steer you wrong on price or recommendations 👍🏻

I remember calling them and getting the Maytronics Active 20 for $700 a couple of seasons ago since there was a rebate that made it cheaper and I've been happy with the decision.

That’s how I ended up with the Pentair Warrior SI. Four seasons ago but about $600 something. The know all the multitude Dolphins and Dolphin clones very well.
