Is this step installation correct?

This is an existing install and we're now considering a liner replacement. However, this "issue" has always bugged me and I want to know if this is the proper way to install in-ground steps that are not covered by the liner. I don't see why the liner receiver channel needs to surround the step when no liner is present. It look ugly and worse now.
Is this easily correctable?
