My FC level has been the same for the past 5 days. Even though its a little cold outside, it won't stop chlorine from evaporating right?

Water temperature and UV impact drive the consumption of chlorine if no organics are present. At this time of year, UV impact is quite low and if your water temperature is much below 60F, then chlorine will stay relatively stable. Be sure to test every few days and add some liquid chlorine as needed.
