Does Intellicenter have an Interlock function that would prevent a cleaner booster pump from turning on if the main pool pump is off?

Not a physical interlock, but a logical one.. You just set the circuit that turns on the booster pump with a Circuit Function of "Master Cleaner"..

If the main pump is off, it will turn it on before turning on the booster pump.

Thanks, Jim. So, if I change the Circuit Function to "Master Cleaner", is that all I have to do? The installers had it designated as Generic.

Yes.. In practice, you'd most likely schedule the pump and cleaner to be running, so it is not a big deal..

But changing the booster pump's Circuit Function to Master Cleaner will force the main pump to come on 5 minutes before the booster pump.
