Looking to install a stair rail where one post sits underwater on a stair. I would expect that I could use a deck mount anchor below the waterline - but what is the best way to do this without draining the water. ?

I don't see how you can drill anchor holes for lag bolts without draining the water.
I would also be concerned about putting lag bolts in the water that can rust and drilling holed through the plaster into the gunite that can leak.
You can not find a way to anchor the stair rail to the deck?
