You need to start the SLAM Process
Do you test your own pool water? You need to have a proper test kit.

Do you use liquid chlorine to chlorinate your pool?
Suggest you go purchase at least 10 gals of it at Home Depot or WalMart. If there is a Pinch a Penny pool store near you, they sell 2.5 gals containers and it is usually very fresh.
How much volume is your pool?

Take a picture every day (even multiple per day) - when you think nothing is working, review the pictures and you'll see the progress.
