I keep adding SO much chlorine everyday! It keeps burning off!

That's sounds about right to me. You can expect a daily FC loss of 3-4 ppm per day during summer months in Texas. A gallon if 10% liquid chlorine will raise FC by 2.9 in your 35K gallon pool. The sun, along with kids swimming, burns chlorine fast this time of year.
So I just realized it's been a month since I tested the CYA. I tested it today and it has to be less than 30. (I could still see the dot when the tube was filled). This could definitely be contributing, right?

Yeap. On your climate you probably should be aiming to at least 40ppm.
I’m in the northeast (barely getting to 80s during the day) and I’m also burning 4ppm of chlorine per day with 30 CYA. Of course I’m using way less LC due the size of my pool.

Any 99-100% pure CYA should do. Im using Clorox Stabilizer from Amazon (likely the only Clorox product that is Ok to use), but there are many other out there. Use the sock method if using granular CYA.
 
Very low CYA does not protect the FC from the sun.
Any dry stabilizer is fine. Should be 100% cyanuric acid.
 
What is the sock method?
Add the CYA by using what we call the sock method. Get an old sock (no holes) and put the measured amount of CYA you need. Tie the sock closed and either suspend it in front of a return (hang it from your brush pole works with something weighted on the deck) OR if it still allows flow thru the skimmer, place the sock in the skimmer. Every 15/20 minutes give the sock a squeeze to speed up the process. Please DO NOT follow the directions on the container of CYA to just pour it into the skimmer and don't just toss the sock in the pool as the CYA is acidic and can bleach/stain pool finishes.

Do you live in that part of Texas that had a lot of rains last month? That could explain the rain dilution. AND the unexplained chlorine loss, if there was more UV degradation than you were thinking.

Stabilizer is one of the chems that stores well, So I buy it 25 lbs at a time and seal it in a plastic bucket.. But I notice that the prices really went up this year.. lkike all the chems have apparently. Search for PuriTech on Amazon or Walmart.com

How long does it usually take to dissolve?

Yes, I got a TON of rain!
I didn't realize it could cause the CYA to go down.
