I feel a Tingle around light even with breaker off

You have stray current from someplace. You need a qualified electrician in to assess this, along with notice to your power company. They can send someone out to trace it down.

You should NOT go swimming in that pool until it is checked out. This has potential to be serious.

Finding stray voltage sources take a lot of detective work. Here are two threads to give you ideas of what you are looking for:
